The work traces the institution’s history over these hundred years and speaks to us about territory, management, heritage, the environment, culture and the future. It is a collective book that brings together nearly fifty different perspectives on the various aspects of the Ebro basin.
Zaragoza, April 21, 2026. The Confederación Hidrográfica del Ebro (CHE) presented Por la cuenca del Ebro, a publication commemorating its centenary. The event took place on Tuesday, April 21, at 7:00 PM, at the IAACC Pablo Serrano.
Several of the authors took part in the presentation: Javier del Valle (hydrology); Vicente Pinilla (history); Ramón Lúquez (hydrological management and works and infrastructure); Miriam Pardos (status of rivers, reservoirs and aquifers); Pilar Biel (heritage); and Antón Castro (culture), who also hosted the event. Javier San Román, centenary commissioner, and Carlos Arrazola, President of the CHE, also took part.
The book offers a journey through a century of water management in the Ebro basin from a plural and informative perspective. Structured in seven chapters, it addresses the territory and natural environment, historical and institutional development, management and uses, the status of rivers, reservoirs and aquifers, historical and cultural heritage, the river’s social and cultural dimension, and a look to the future.
The publication forms part of the centenary programme and adds to the outreach and public engagement initiatives promoted by the Confederación.
About the CHE
The Confederación Hidrográfica del Ebro (CHE) is an inter-regional basin authority, attached to the Ministerio para la Transición Ecológica y el Reto Demográfico. Its functions include the construction and maintenance of infrastructure (dams and canals), the maintenance and management of the organization’s assets, hydrological planning, the administration of the public hydraulic domain, and coordination with sectors linked to its various uses and with administrations, with the objective of ensuring sustainable management in the Ebro basin, the largest in Spain. About the Centenary
The Confederación Hidrográfica del Ebro (CHE) was established under the name Confederación Sindical Hidrográfica del Ebro, created on March 5, 1926, and made official the following day in the Gaceta de Madrid. That project, in which engineer Manuel Lorenzo Pardo played a decisive role, introduced to Spain the idea of managing water under the principle of basin unity, transcending administrative boundaries and advocating for comprehensive planning. A century later, its centenary offers the opportunity to revisit that origin and bring the evolution of water management in the Ebro closer to the public. The commemorative program invites people to learn about this legacy and participate in it.
