MARCH 5: CHE ANNIVERSARY (1926–2026)

Today, March 5, 2026, marks one hundred years since the signing of the Royal Decree that ordered the creation of the Confederación Sindical Hidrográfica de la cuenca del Ebro (CSHE), the direct predecessor of today’s Confederación Hidrográfica del Ebro (CHE).

The text was published the following day, March 6, in the Gaceta de Madrid, and established a principle that changed the way water is managed: basin-based planning (the river’s natural unit and its tributaries), above administrative boundaries.

That approach—driven by a technical, long-term vision—sought to coordinate uses, works and conservation under a single territorial logic. A century later, that idea remains valid, with more complex challenges: longer droughts, faster floods, and greater demand for transparency in public management.
